SB 2837    RELATING TO EDUCATIONAL ACCOUNTABILITY     EDN,LAB/FIN
SD 1       Requires the DOE to implement the educational
        accountability system for Hawaii's public schools.
        Requires DOE to develop a collaborative process with
        stakeholders, including representatives of affected
        bargaining units, parents, administration, and
        students.  Allows student input into quality of
        education.  (SD1)

SB 2474    RELATING TO FEDERAL AID                        EDN,FIN
SD 1       Prohibits federal impact aid received by the DOE from
        being returned to the general fund.  Allows excess
        federal impact aid to be spent by the DOE for the
        purposes of the school-based budgeting program-EDN

SB 2996    RELATING TO JUVENILES                          EDN,JHA
SD 2       Allows the department of education to access juvenile
        records as provided under section 571-84.6 (HRS);
        requires family court to expedite the release of
        information as requested by the department.  (SD2)

SB 2465    RELATING TO PORNOGRAPHY                        EDN,JHA
SD 1       Amends the promoting pornography for minors exemption
        for public library staff by narrowing the exemption to
        persons acting within the scope of their employment.

SB 2466    RELATING TO COMPUTER ACCESS BY MINORS          EDN,JHA
SD 1       Requires the Board of Education to develop policy to
        prohibit or limit access by children to on-line
        pornography in public schools and public libraries.

SB 3079    RELATING TO CRIMINAL TRESPASS IN THE FIRST 
        DEGREE                                         EDN,JHA
        Repeals the requirement that school authorities and
        police officers warn or request a person to leave the
        premises of any public or private school, if the
        person enters or remains unlawfully in or upon the
        premises of the school, prior to having the person
        arrested for criminal trespass in the 1st degree.

SB 3026    RELATING TO SCHOOL FACILITIES                  EDN,FIN
SD 1       Establishes the state educational facilities repair
        and maintenance special fund to eliminate the backlog
        of projects existing on 6/30/00.  Establishes the
        school physical plant operations and maintenance
        special fund to pay for school repairs and cyclical
        maintenance projects scheduled after 6/30/00.  (SD1)

SB 2571    RELATING TO SCHOOL-BASED BUDGETING             EDN,FIN
SD 1       Amends chapter 302A, HRS, to facilitate implementation
        of school-based budgeting, by requiring the DOE to
        submit to the individual schools and the legislature,
        by opening day of each regular session, a report on
        its proposed school-by-school budget allocation.
        Gives each school maximum flexibility in expending its
        allocated budget.  (SD1)

SB 2138    RELATING TO PUBLIC SCHOOL FACILITIES           EDN,FIN
SD 2       Requires all newly constructed school buildings, and
        all existing school buildings, undergoing re-roofing,
        to include thermal control systems with a minimum heat
        transfer resistance value of R-19, or its equivalent,
        in conformance with the provisions of the Hawaii Model
        Energy Code regarding roof heat gain, during their
        construction or re-roofing.  Blank appropriation.

SB 2219    RELATING TO PUBLIC SCHOOL FACILITIES           EDN,FIN
SD 1       Exempts the acquisition of school facilities by leases
        from the law relating to the management of financing
        agreements; provided that notice of such agreement is
        given to the director of finance.  Requires the DOE to
        enter into a lease agreement for a Kihei charter
        public high school.  (SD1)
